PETER DOWNING, CHMM
PRESIDENT
With extensive experience in the chemical processing industry, Mr. Downing brings a broad technical background in environmental and regulatory management. Having previously held senior management positions with an international chemical manufacturer, Mr. Downing was responsible for all aspects of environmental and safety management for manufacturing facilities in Newark, NJ; Kuching, Malaysia and Ireland. With a specific expertise in compliance, environmental site assessments and remediation, Mr. Downing is responsible for all work product produced by ESS. Taking an active role in every project undertaken by ESS, Mr. Downing draws from his experience to provide the most cost-effective business solution to your environmental or safety concern.
As a Certified Hazardous Materials Manager since 1990, Mr. Downing has been active on both the State and National level in development of regulations and statutes affecting a facility's ability to comply with the myriad of regulations affecting them today. Working closely with the legislature, Mr. Downing was involved in the development of the Environmental Opportunity Zone Act, the precursor to the current Brownfields program, and continues to participate in the redevelopment of contaminated industrial properties. As a participant in the development of the rules and regulations implementing the Pollution Prevention Act, Mr. Downing is very familiar with the needs of small and mid-size manufacturers to minimize the amount of non-product output generated and associated with the manufacturing process.
In 1997, Mr. Downing and his former employer were recognized by the US Environmental Protection Agency as an "Environmental Champion" for their participation in the NJ Chemical Industry Project. This collaboration between government, industry and academia was initiated under the Sustainable Industry Program by the EPA, and fostered a special relationship that allowed all participants to devise creative ways to meet today's economic and environmental challenges. At ESS, we continue to bring this philosophy to our clients.
Over the years, Mr. Downing has gained a reputation as being able to work through regulatory concerns with regulators. This comes from our proactive participation on numerous regulatory advisory boards. For instance, Mr. Downing has recently served on the Steering Committee of the NJ OSHA and Business Communication Alliance. This strategic Alliance between the four OSHA Area offices in New Jersey and NJ Business professionals is intended to foster improved communications between OSHA and the industries subject to their regulations. Mr. Downing brings his valuable experience from industry and consulting to the table.
